Pakistan 2018


میری عمر ۴۳ برس ہے۔ میری بچپن کی پہلی سیاسی یادداشت زولفقار علی بھٹو کی پھانسی سے شروع ہوتی ہے۔ میرے گھرانے کے افراد ایک ہی وقت میں افسردہ بھی تھے اور یہ بھی کہتے جاتے تھے کہ اسے اپنے کیے کی سزا ملی ہے۔ میرے جیسے بہت سے بچے اسی مخمسے میں بڑے ہوتے گئے کہ جنرل ضیا اس ملک کا مرد مومن ہے یا ایک آمر۔ اس سیاسی سوچ بچار کے بیچ ہی ہم سکولوں کالجوں میں مروج نصاب کی کتب پڑہتے رہے اور اس خوش فہمی کا شکار رہے کہ ہر مسلمان بادشاہ دنیا کا بہترین منصف ہوتا ہے، رواداری اور مساوات کو پروان چڑہاتا ہے اورہم اس بات پر نازاں رہے کہ ہم بھی ایک مسلم معاشرے میں پل بڑھ رہے ہیں لہزا راوی سب چین ہی لکھے گا۔ ہمارے پاس بہترین ریلوے کا نظام، ایک عمدہ گرینڈ ٹرنک روڈ، نہری نظام، ٹیلیفون اور ڈاک کا نظام اور خدا جانے کیا کیا موجود تھا، ہے اور رہے گا۔
اپنی سولہ سالہ تعلیم کے دوران مجھے اس بات پر بھی یقین ہو چکا تھا کہ ہم اس دنیا کی سب سے زیادہ ٹیلنٹڈ قوم ہیں ہمارے نوجوان جوشیلے ہیں محنتی ہیں اور بہادر ہیں۔ اب اس فارمولہ سے ذیادہ تو کچھ اور نہیں چاہئے کامیابی کے لیے۔ اس کے علاوہ ہمیں یہ بھی بتا دیا گیا تھا کہ دنیا میں جو بھی علم رائج ہے وہ ہمارے ہی آباء کی دین ہے اس لیے تمام دنیا کو ہمارا شکر گزار ہونا چاہئے اور ہماری آئندہ نسلوں میں بھی ایسے ہی اعلی افراد جنم ہیتے رہیں گے کیونکہ اقبال کہہ گئے تھے کہ زرا نم ہو تو یہ مٹی بڑِی زرخیز ہے ساقی۔ یہاں سے ایسے ایسے گوہر نایاب پیدا ہوں گے کہ دنیا رشک کرے گی۔
اللہ کا کرنا ایسا ہوا کہ میں نے ایم اے ای پی ایم میں داخلہ لے لیا اور علامہ اقبال اوپن یونیورسٹی کے سینئر پروفیسرز نے ایک کے بعد ایک راز ہم پر کھولنے شروع کیے۔ انہوں نے ماضی حال اور مستقبل کے ان اوراق کو ہمارے سامنے رکھا جن سے ہمیں کبھی متعارف بھی نہیں کروایا گیا تھا، ہماری نصابی کتب کیسے بنتی رہی اور کیسے کیسے ہم ان میں تبدیلیاں کرتے رہے۔ نظریہ پاکستان کو ہم نے کیا معنی دیے اور بتانے والوں نے ہمارے معنی کیسے مرتب کیے۔ پاکستان کو ترقی کی راہوں پر ڈالنے والوں نے کیسی منصوبہ بندی کی اور ایک کے بعد ایک حکومت وقت نے ان منصوبوں کو کیسے سبو تاژ کیا۔ حکومت عسکری ہو یا عوامی ہر دور حکوت کے اپنے اپنے مقاصد ہوتے ہیں اور ان ہی کے زیر سایہ منصوبہ سازی کی جاتی رہی ہے۔
اس کے بعد مجھے ایک ڈگری انگلینڈ سے اور ایک امریکہ سے کرنے کا موقع ملا۔ میں نے اپنی سی پوری کوشش کی کہ میں تمام تر سازشی تھیوریاں لاگو کروں اور ان کے ہاں ہونے والی ترقی کو کسی گھناءونی سازش ہی کا نتیجہ سمجھوں لیکن مشکل یہ ہے کہ ہمارے عروج اور ان کی پروان میں کئی صدیوں کا فاصلہ ہے۔ ہم نے دنیا کو علوم دیے اس میں کوئی شک نہیں، ہم کرہ ارض کے بہترین خطے میں موجود ہیں اس میں بھی کوئی شک نہیں۔ لیکن  ہم اب بھی اقبال کی پریشانی کو سمجھ نہیں پا رہے۔ بھلا دی ہم نے جو اصلاف سے میراث پائی تھی۔۔۔
میں نے گزشتہ دو دنوں میں ایک بار پھر ایک نیشنل گریجوئیٹ کانفرنس کروائی۔ بطور کنوینر میں نے ۴۰۰ طلبہ اور ان کے نگران اساتزہ کو مدعو کیا کہ وہ اپنے تحقیقی مکالہ جات پیش کریں۔ یہ ایک انتہائی خوش آئند امر ہے کہ ہائر ایجوکیشن کمیشن نے ہمارے ہاں تحقیق کو یقینی بنایا ہے۔ لیکن یہ تحقیق کیا بینالاقوامی معیار پر پورا اترتی ہے؟ کیا اس سے حاصل ہونے والے نتائج آنے والے وقت کے لیے ہمیں ضروری علم مہیا کر رہے ہیں؟ اور کیا ہمارے طلبہ کو یہ بھی معلوم ہے کہ دنیا اس وقت تحقیق پرائے تحقیق نہیں کرتی۔ دنیا کو نت نئی ایجادات اور موجودہ مسائل کے حل کی تلاش ہے۔
موجودہ مسائل ہیں کیا۔۔۔پانی خوراک صحت تعلیم اخلاقیات توانائی اور کرہ ارض پر زندگی کے موافق ماحولیاتی عوامل۔ کیا ہم یہ کہہ سکتے ہیں کہ ہمارے ہاں سب لوگوں کو پینے کا صاف پانی میسر ہے؟ کیا ہمارے ہاں بچوں جوانوں اور بزرگوں کو ان کی ضرورت کے مطابق خوراک میسر ہے؟ کیا صحت کی بنیادی سہولیات ملک بھر میں موجود ہیں؟ کیا ہر بچہ اور ہر جوان ایک منظم تعلیمی عمل سے گزر رہا ہے؟ کیا سماجی و معاشرتی اقدار اخلاقیات کو پروان چڑھا رہی ہیں؟ کیا سائنس اور ٹیکنالوجی کے میدان میں ہم خود مختار ہیں؟ کیا ہم نے توانائی کے قدرتی اور انسان کے تخلیق شدہ زرائع کا بھرپور فائدہ حاصل کیا ہے؟ کیا ہم ماحولیاتی آلودگی سے بچنے اور اس کے تدارک کے لیے عمل پیرا ہیں؟ اگر ان میں سے ذیادہ تر سوالات کا جواب نفی میں ہے تو یہ انتہائی پریشانی کا مقام ہے۔
یقینا" پاکستان ایک خوبصورت ملک ہے جسے ہم نے ۷۱ سال میں بے حد گندہ کر دیا ہے، کسی بھی سیاحی مقام پر چلے جائیں آپ کو اس بات کا منہ بولتا ثبوت ملے گا، یقینا" اللہ نے ہمیں زرخیز زمین دی ہے جس پر ہم نے آج تک کسی قسم کی ٹیکنالوجی یا سائنسی مہارت کو پیداوار بڑھانے کے لیے استعمال نہیں کیا، سیالکوٹ، فیصل آباد اور کئی ایک مقامات اپنی صنعتکاری سے جانے جاتے ہیں لیکن وہاں موجود لیبر لاز اور خصوصا" چائلڈ لیبر سے ہم سب واقف ہیں۔ ہم ایک ایٹمی طاقت بن چکے ہیں لیکن ہمارے ہاں توانائی کا شدید بحران ہے، ہمارے ہاں دنیا کے سب سے بڑے موبائل نیٹورک موجود ہیں، دنیا کی سب سے بڑی ایمبولینس سروس موجود ہے، کوئلے سونے اور تیل کے بہت بڑے زخائر موجود ہیں، گوادر جیسی بہترین ڈرائی پورٹ موجود ہے، کراچی جیسی سمندری بندرگاہ موجود ہے ۔ لیکن ہمارے ہاں  بنیادی تربیت، تعلیم، سہولیات اور اخلاقیات موجود نہیں۔ ایک سطحی سوچ سے آگےمنعکسی، تنقیدی اور تعمیری سوچ موجود نہیں۔ ہماری تقریبا" ۳۵ فیصد آبادی ۱۵-۴۰ سال کے افراد پر مشتمل ہے یہ کسی بھی قوم کے لیے ایک امید کی کرن ہو سکتی ہے اگر یہ کارآمد اور زمہ دار شہری ہوں لیکن بے روز گار اور ڈیپینڈٹ نوجوان قطعا" ہمارے لیے سرمایہ نہیں ہو سکتے۔ ہمارے نوجوان دن کے ۱۲ بجے سے پہلے جاگتے نہیں تو ستاروں پر کمند کیسے ڈالیں گے۔
۷۱ سالہ پاکستان اور ۴۳ سالہ میں پریشان ہیں کیونکہ سڑک پر روزانہ جن رویوں کی میں گواہ بنتی ہوں وہ ترقی پسند قوموں کا رویہ نہیں۔

HRM and Educational Planning

(THIS BLOG IS WRITTEN AFTER A DISCUSSION SESSION WITH DR. ATHAR OSAMA IN PhD EPM WORKSHOP)

The Human Resource Management has been there since people started working for others and "others" started planning and managing work for the slaves, servants, employees etc. Personnel Management developed more in industrial era, where workforce was dealt more like machines, the world wars brought more into it in the form of "choosing right man for the right job"; while the "HRM" in its current form is an outcome of Humanistic school of thought from late nineteenth century onward. Frmers and Labor unions gave voice to the working hands. We now consider employers and employees at negotiation front. ILO has played a vital role. Today we are living in an era of globalization, digitization and technological advancement. Now the skills and qualities needed for future are different from previous centuries.

HRD and HRM are not only planned at organizational and institutional level, rather these are planned at National and Sectoral level as well. At national level we look at it in connection with our educational planning. Until the age of SSC a child knows nothing about how to become economically active. The out of school children have better chances to become skillful than the ones in schools. The schools prepare them only "learning" theoretical knowledge at very lower level of cognition. Practical skills are no where. At HSC level we fix them into the boxes of Arts and Sciences then within those we fix them in a combination of subjects that are predetermined e.g. a biology student cannot learn math. Some of the students go towards TEVT institutions and learn some practical skills there, yet that is a very small ratio.  Then only a small population goes into undergraduate programs BA, BSc or BS. In the two years program there again is only knowledge base being expanded, while in some specific programs some practical component is added. In the model of BS 4 years an effort has been made to include more practice oriented components but the teachers/ faculty is not executing the way it was planned. Same is the case with most of the Masters programs. At the end of 14-16 years of education most of the students only "know" the theories and do not even learn to question or critique them. Even after 16 years of education we still cannot claim about their level of learning beyond "knowledge" Some of them move to professional colleges after 12 years schooling and prepare for a specific profession. After achieving a professional degree they look for jobs.

The employability of the graduates is reported very low. The reason mainly is lack of practical skills needed by the market and industry. Then for whom are we preparing our "graduate"??? The employers do not find competent candidates and at the end compromise on quality; graduates do not find jobs and either stay unemployed for long or compromise on low salary jobs; yet they do not find themselves ready for creating a job or starting a work on their own. This is and should be a matter of concern for all of us. One government gives monetary support, one gives small business loans and another plans to create jobs for "employable"

Another step towards human resource development is to offer scholarships to the capable students. Amazingly here again there is no planning on the basis of need analysis. The scholarships are more donor driven than need based. Need is not defined with clarity. We yet do not have a regional data base of local occupations, professions, crafts and skills. The foreign scholarships are being wasted because majority of our 14-16 years graduate are unable to pass or attain the required GRE and GAT scores. Some of the local initiatives like PIF reports that their initial tests and exams were found hard to pass by the graduates of prestigious universities. CSS is another example where the pass ratio is decreasing and Government is compromising on the quality of CSP officers induction. We need graduates for 21st century while we are stuck with the old models of teaching and learning. The scenario is changing rapidly and we need to re-think the structure of long duration programs in the presence of MOOCs etc

Doctorate and post doctorate studies are not "for all" but the people applying for these programs usually cannot answer a simple question of "why they want to go for PhD and post doc" They take it as a further level of education to apply for a better job or to get promotion/increment. PhD and Post Doctoral studies should only be taken up by the candidates who are aware of the fact that it is the level of "knowledge creation". It cannot and should not be merely another degree to learn more theories and collect factual knowledge. 

Schooling, further education, technical, vocational and professional education as well as higher education policies, vision documents and plans should be read and reviewed carefully to make it realistic and need based. Only research and grounded work can help the policy makers.

کیا ہم محفوظ ہیں۔۔۔

آپ جانتے ہیں کہ انسان کی ابتدائی زندگی کیسی تھی، وہ کیسے رہتا تھا اور کیسے جیتا تھا۔ جینے کے لیے کتنے جتن کرتا تھا۔ اس کی زندگی کو کیسے کیسے خطرے لاحق تھَے اور کیسی کیسی کاوشوں سے اپنی حفاظت، بھوک، پیاس اور زندگی کی دیگر ضروریات کو پورا کرتا تھا۔ مجھے یہ لگتا ہے کہ کسی اور مخلوق خدا نے اپنی اور انے پریوار کی حفاظت کے لیے اتنی تگ و دو نہیں کی جتنی انسان نے کی ہے۔ ایسا لگتا ہے انسان کو اپنی زندگی سے بے انتہا محبت رہی ہو گی۔ تبھی تو اس نے اپنے لیے ایک سے ایک کی ایجادات کی اوراعلی ترین حفاظتی ہتھیار بنائے۔ میں نے کسی ذہین ترین جانور کو بھی اینٹ یا پتھر تک اٹھا کر مارتے نہیں دیکھا۔ جبکہ اللہ کی اس بہترین مخلوق نے ایک ہی وار میں سینکڑوں، ہزاروں اور لاکھوں جانوں کو مار ڈالنے کے ہتھیار بنا ڈالے ہیں۔ روز اول سے انسان اپنی بقا کی جنگ لڑ رہا ہے اور نہ جانے کب تک لڑتا رہے گا۔ خود کو جانوروں اور موسمی حالات سے محفوظ رکھتے رکھتے ایک اور جنگ جس میں انسان جانے کب سے پڑا رہا ہے وہ ہے انسان کی انسان کے خلاف محاظ آرائی۔
ایک طرف تو انسان ایک گھرانے، گروہ اور اس دور میں ایک معاشرے کا حصہ بن کے رہنا چا ہتا ہے اور دوسری طرف اسے ہر دوسرے تیسرے چوتھے شخص سے بیزاری ہے۔ ایسا کیوں اور کب ہوتا ہے۔ انسان نے اپنے لیے جن معاشرتی اقدار کو اپنا لیا ہے اس میں خوراک، صحت، معاشرت اور زندگی کی تمام تر ضروریات و سہولیات، ایک ملکیت اور طاقت کی صورت دیکھی جا رہی ہیں۔ اگر اس کے کا اچھا زریعئہ معاش ہے، اچھا اور محفوظ گھر ہے، اچھی گاڑی ہے، بینک میں رقم موجود ہے، ایک صحتمند کنبہ ہے، دوست یار ہیں؛ یعنی ایک خوش کن طرز زندگی ہے تو اسے لگتا ہے یہ سب اس کے لیے نعمتیں تو ہیں جو اس نے بڑی محنت سے حاصل کی ہیں، لیکن ان کے چھن جانے کے خوف سے وہ آج تک باہر نہیں نکل سکا۔ اور نکلتا بھی کیسے کیونکہ وہ جانتا ہے کہ اس کے آس پاس بہت سے لوگ ایسے ہیں جو یہ سب حاصل نہیں کر پائے۔ اب یہ شخص اپنے تئِیں سوچ لیتا ہے کہ لوگ  اسے رشک اور بہت ممکن ہے حسد کی نظر سے دیکھتے ہوں گے ۔ یہ  سوچ خوف کی سیڑھی کا پہلا قدم ہے۔ اس سوچ سے اس نے زندگی جو کچھ پا رکھا ہے وہ باعث رحمت ہونے کی بجائے باعث زحمت بننا شروع ہو جاتا ہے۔ اس کی زندگی کی آسودگی ہی اس کی سب سے بڑی پریشانی بننا شروع ہو جاتی ہے۔ اس پریشانی سے نکلنے کے لیے وہ اور کماتا اور مزید حفاظتی اقدامات کرتا ہے۔ اکثر لوگوں کو اپنی زندگی میں اس کا انجام یاد نہیں رہتا، اور وہ بقا کی جنگ میں پڑے رہنا چاہتے ہیں۔ ان کے خیال میں یہی زندگی ہے۔
فرائیڈ میری نظر میں اپنے دور کا بہترین ماہر نفسیات تھا۔ جس نے جنسی اور طاقت کی ہوس کو دو اہم ترین محرکات کے طور پر بیان کیا۔ فرائیڈ کی تھیوری کو ماننے والے لوگ بھی اکثر یہ ماننے سے ہچکچاتے ہیں۔ اور دبے سے لفظوں میں بس اتنا کہتے ہیں کہ ہاں کافی حد تک فرائیڈ صحیح کہتا تھا، لیکن۔۔۔ اور پھر اس لیکن کے بعد مختلف تاویلیں دی جاتی ہیں۔ انسان نے اپنے رویوں سے بارہا یہ ثابت کیا ہے اور کرتا رہے گا کہ ہاں اسے طاقت اور جنسی خواہشات نے بہت سے اعمال کرنے پر آمادہ کیا لیکن کیوں کہ آج کا انسان ایک مہزب معاشرے کی معاشرت کا لبادہ اوڑھے رکھنا چاہتا ہے اس لیے وہ دونوں محرکات کے تابع ہونے کا اعتراف نہیں کرنا چاہتا۔ وہ انہیں دونوں محرکات سے سب ذیادہ منکر رہتا ہے۔ اپنی ذات کی نفی کرنا اور اپنے محرکات سے اختلاف رکھنا عام بندے کے بس کی بات نہیں۔ اس کوشش میں صرف وہ لوگ کامیاب ہوتے نظر آتے ہیں جو درویشی، صوفیانہ یا فقیرانہ راہ پر چل نکلتے ہیں۔ یہ عام بندے کے بس کی باتیں نہیں۔ یہ وہ مشکل راستہ ہے جس کے پہلے سنگ میل تک پہنچنے والا بھی لاکھوں میں پہچانا جاتا ہے۔ ابتدا میں،لوگ اسے جنونی، دیوانہ اور جانے کیا کیا کہتے ہیں مگر تب تک جب تک کہ وہ اس کی سچی اور مخلص سوچ کو سمجھ نہیں جاتے۔
انہیں دو محرکات کے مرہون منت دوسری نہج پر پہنچنے والے لوگ اور طرز کے جنونی ہوتے ہیں۔ وہ طاقت اور جنسی ہوس کا اس قدر شدت سے شکار ہوتے ہیں کہ ہر جائز و ناجائز طریقہ سے اپنا مقصد حاصل کرنا چاہتے ہیں۔ ان پر سوار جنون بھی ان کے آس پاس کے لوگوں پر ویسے ہی عیاں ہوتا ہے جیسے کہ درویشی کا۔ ہم سب جانتے ہیں کہ ہمارے آس پاس پائے جانے والے ذیادہ تر افراد ان دونوں انتہائی حدود کے درمیان ہوتے ہیں۔ جو لوگ میانہ رو ہیں، نہ تو اپنے محرکات اور دنیاوی خواہشوں سے اس قدر دور کہ فقیری اپنا لیں اور نہ ان کے اس قدر حصار میں کہ بر بریت پر اتر آئیں۔ ایک صحتمند معاشرہ وہی ہے جہاں دونوں انتہائوں پر پائے جانے والے لوگوں کی تعداد میانہ رو لوگوں کی نسبت کم رہتی ہے۔ ان انتہائوں پر پائے جانے والے لوگوں کو ایسے صحتمند معاشرے میں پہنچاننا آسان ہے لیکن زرا تصور کیجئے کہ ایک ایسا معاشرہ جہاں میانہ رو افراد کے روپ میں جنسی اور طاقت کی ہوس کے مارے لوگ چھپے بیٹھے ہوں اور درویشی کا لبادہ تک اوڑھ لیں تو اس میں انسان کس قدر غیر محفوظ ہو گا۔ وہ اپنے آس پاس کس پر یقین کرے گا جب طاقت کے نشے سے چور خود کو درویش اور صوفی گردانتا ہو، جنسی ہوس میں ڈوبے ہوے لوگ خود کو دین داری کی پوشاک میں لیے پھرتے ہو۔ ایک عام آدمی کس قدر خوف و خطرے میں ہو گا۔ کیا آپ جانتے ہیں ایسا معاشرہ پنپنے دینے میں کسی اور کا نہیں وہاں کے رہنے والوں ہی کا دوش ہے۔ انہوں نہے آسانی اور سہل پسندی کی زندگی اپنائی۔ خود کو سوچ، احساس اور شعور سے بے بہرہ رہنے دیا۔ وہ کام جو اپنے کرنے کے تھے، کسی اور کے کرنے کے منتظر رہے اور آج طاقت اور جنسی  ہوس اور بے راہ روی ان کے دروازوں کی دہلیز پھلانگ چکی ہے۔

Women in Academia A Cross cultural discussion via Collaborative Online International Learning (COIL) program

This experience of cross cultural interaction the participants will be able to:
1.       Learn about the culture of academia in two countries
2.       Recognize the trends of female student enrolments and retention in the two countries
3.       Discover the trends of women enrollment in various subject areas coming from different backgrounds
Through comparative analysis the participants will be able to:
1.       Cross examine the quantitative and qualitative aspects of women in academia
2.       Identify contrasting situations in the two countries
3.       Highlight the common elements of higher education experiences of women in the two regions
By doing a critical analysis of the current situation the participants will be able to:
1.       Pin point the strengths and weaknesses of education system in both countries for ensuring presence of women in academia
2.       Develop a discourse about the challenges and issues of women education
3.       Ponder upon the factors making educated women passive in National Development
Through discussions and deliberations for identification of means to achieve share goals in collaboration, the participants will be able to:
1.       Chart out the set of strategies that the two countries can work  upon together to improve women participation in higher education
2.       Recommend ways forward to bring more women into practical fields

3.       Advocate for improving women activities in National Development

Conceptual Framework

I have been working in a public sector university of Pakistan since 2004 and I had a chance to study and work  in UK and US during my PhD. It has always been an interesting phenomena for me that people around me do not consider me as career oriented person. It seems to be very stereotypical to me that a female is more family oriented than males. I think this can depend upon individuals own grooming and development. I am a totally career oriented female but then the society singles me out by saying that I am not following the social, cultural and religious norms. 
Similarly I have seen females taking exit from their higher education or quitting jobs for the sake of family obligations and responsibilities. I have also seen females who quit studies and work just because they got married and they believe that earning money is the responsibility of the male members of family. They neither study, nor work and even do not play any sort of active citizen's role. 
For the scholars of educational planing it is important to learn more and ponder upon the issues and challenges for and of women in academia, and we also need to find out strategies to ensure that the women play an active part in National Development.

Have we grown out of our past...???

Last night heard Yasir Pirzada, Ansaar Abbasi and Syed Noor addressing the issues of "liberalism" "ideology" "religious perspectives" and what not...I do not want to comment on what they said except the last part of what Syed Noor the films' director mentioned. He said that if we  were more liberal  in 1960s or 70s that is  because we had the effect of British Colonialism and Hindu society on us, now we have grown out of it and we are ideologically stronger than before...my question is have we really grown out of colonialism??? or have we grown into more of neocolonialism???
For a moment lets think of a child who is not growing taller but is gaining weight, when the doctor tells the mother that your child needs to loose some weight as it might be causing to stop his growth, will you accept the mother's argument that my child is growing and it does not make a difference if he is gaining more weight than height...should a doctor accept gaining weight as a parameter of growth...
When we claim that we grew in past 68 years we should compare ourselves with the other nations growing in the same period of time...if we want to show our growth in the social norms then also please look at the crime rate, corruption indexes, rape, domestic violence, honor killing, property disputes, etc...have we grown out...I am sorry we are still fighting even to acknowledge the equality of skin color, we are still struggling with the cast system, we are still stuck with the feudalism and all I see is a confused state of theocracy, democracy and dictatorship, we are at war with terrorism that grew up from within us and I get irritated by the kind of fascists we have that we call "leaders" ...how can we even think of saying we grew up  or grew out...just look around what have others achieved and where do we stand...we are growing more and more into extremism  as we see the bipolar division in society..
Lets come  back to the debate of liberal and conservative debate...I am sorry to say that two terms are totally miss-understood and misinterpreted by most of the people in Pakistan, one is Liberalism and the other is Secularism...and usually when they are critiqued the arguments are not about liberalism or secularism rather these are about the debate of people of faith and atheists...will address this in detail later...

Policy reforms and teachers effectiveness...(My brief talk at ASER Policy Dialogue)

Let me first of all go through what we are doing with the prospective teachers...when we use the word teacher education we usually mean teacher preparation programs which included PTC, CT, B.Ed, B.S.Ed and M.Ed etc and now includes ADE an B.Ed Honors as well. What do we do for teacher preparation...first of all they have their own 10, 12 or 14 years of schooling and then we add one, two, three or four years teacher education to it. They already have the content knowledge to some extent and what we give them in these TE programs is three more sets of knowledge, 1- more content knowledge, 2. Pedagogical knowledge, and 3. Professional knowledge. - what i see missing here is the set of skills they need for becoming effective teachers...even in the new four year program most of the institutions have not been able to fill the gap between theory and practice, they have not been able to adopt the model of short term observations and practice teaching throughout the program, rather mostly there is a long term practice teaching at the end of two years or four years. I feel like we are making the same mistakes again n again, while planning the four year program we have not been able to think through and have developed a four year long version of old B.Ed and M.Ed scheme of studies...
once they complete their teacher preparation program then comes the step of teacher recruitment in which we usually test their knowledge and not skills...once they are there in classrooms they have knowledge of teaching and learning but they don't know how to bring it into practice....
Then we try to bring effectiveness through professional development interventions...can we take a quick look at how we have been trying to do this...if take Punjab's example we tried out CASCADE model at DSD and then we moved on to the CPD model which included the development of cluster centers and we are using the word "mentoring" but doing everything else and not mentoring...I have made this claim in my PhD Thesis and I stick to this claim that we only use jargon but don't really know the meanings hence we cannot interpret the concepts into practices. We only give labels and titles as we adopt it from elsewhere but over simplification of every process ruins it...CPD has the most important word i.e. Continuous but we are trying to do it in bits n pieces...
I shall give here one example from my own research where I was conducting interpretive analysis of the teacher education curriculum reform at institutional level, the reform claimed to remove the text book culture ...i asked the teachers what are they doing and in one semester they told me they searched online and used reference books to prepare their course readings but when i went back next year they showed me their folder from previous year and mentioned that for a few years they don't need to search for more materials as these are enough...so I conclude that the text book culture is still very much there all that happened was that teachers prepared a text book in the form of their folders...
Let me now come to the point where I find one reason why the reforms fail...to me the biggest issue is that we plan for teachers and never include teacher in this planning....policy makers look down at teachers just like the teachers look down at students with a belief that "we know and they don't"...if we really want to plan professional development and teacher education reforms then we need to include teachers voices in it...a top down approach will never bring the desired outcomes...we can include teachers if not through any other way then one possible way is to make the teachers unions and teachers associations realize their role and enable them to bring teachers' voices into policy reforms...and I have initiated a PhD research study in which one of our own EPM student will be working with the teachers unions in Punjab, I see this as a possible way of including teachers voices in Policy planning. 

What will Education Look Like in Thirty Years from now: (This blog is based upon my panel discussion at PIF conference:)


I believe in thirty years from now education in Pakistan like many other parts of the world will have the following main features:

1. Information delivery model will not exist anymore which will automatically change the role of teachers. Although in many parts of the world it has also changed to a large extent but in Pakistan this is the major role that teachers are playing. Thus in thirty years from now they will have to accept the change because information will be delivered to every individual through electronic resources in one way or the other.
2. Memorization in the current mode will not be needed as the information storage devices and access to the information will be at hand to every child. We shall not need to invest any more efforts and resources for memorization any more.
3. Higher order thinking skills, such as analysis, evaluation and creativity will get more focus. Right now our students at K-12 do not go beyond knowledge understanding, comprehension and application, but in the coming years when our focus will shift as mentioned above; it will result into more attention on higher order thinking skills. 
4. Teachers' authority is already fading and the current models of blended learning -especially "flipped classrooms" will take the authority away and change the classrooms completely. The lectures, or information will be available for learners to watch and listen to outside the schools while schools and classrooms will be more of workplaces where learners will be learning by doing in real meanings.
5. We are giving knowledge in one form or another, our general education only prepare them to be theorists but not practitioners and professionals. Education becoming more and closely knitted to work needs and job requirements will have to be more practice oriented 
6. K-12 education will be less influential and more beneficial. We have had the notion of teachers being role models and also that teachers make learners believe what they themselves believe. Now in the era of independent learning and critical thinking, the learners can challenge and question which was never a reality a few decades ago. In three decades from now this will be a reality for all. Learners will not accept the authority and will not be influenced by blind-followership.
7. Home schooling, open schooling and online education are three solutions to the current issues of out of school children and illiteracy. Instead of investing more and more buildings, and putting in efforts to bring children to schools, we will have to change the mode of education and move towards open schooling so that we bring education to their homes. Open schooling is a way towards educating the uneducated who missed the chance of schooling due to any reason, it even gives the illiterate parents to learn with their kids
